IN-COUNTRY CONSULTANT VACANCIES Migration and mobility of workers in the African Leather industry in Ethiopia, Ghana, Cote d'Ivoire, Kenya & Rwanda


JET Education Services (JET) is an African research company that conducts quality research and monitoring and evaluation projects in the fields of education and skills development. Our clients include governments, continental bodies and multilateral organisations.

We are currently contracted by the International Labour Organisation (ILO) to do research on migration of workers between African countries who seek employment in the leather industry. Many migrants have skills that are not recognised so the aim of the research is to establish whether skills recognition systems, and recognition of prior learning, can support migrant workers in the leather industry to access employment in their host countries. This work has the potential to support policy and interventions that can increase access of migrant workers to jobs and support growth of domestic African leather industries. The African Union Commission (AUC) and the International Organisation on Migration (IOM) are partners with the ILO on the project.

JET seeks to employ an experienced local researcher to conduct research on this project in the following countries: Ethiopia, Ghana, Ivory Coast/ Cote d’Ivoire, Kenya & Rwanda. It is estimated that the task will require between 10-18 days of work in each country, over a period of three months.

 

JOB DESCRIPTION/TASKS FOR THE CONSULTANT IN EACH COUNTRY

This Consultant/Researcher will undertake the following activities

  • Jointly with the JET team the Consultant will identify four respondents in government, or business or multilateral agencies and liaise with them to conduct an interview. All interviews will be online

  • Jointly with the JET team the Consultant will identify and select eight leather enterprises and will in each case liaise with each leather enterprise owner/consultant and arrange to conduct interviews with the owner/manager and three workers (estimated at four interviews with each enterprise, and a total of 32 online interviews).

  • The in-country Consultant will make all necessary arrangements to ensure that each interview takes place as negotiated. Each interview must be scheduled in a project diary for coordination.

  • At each interview a JET expert will lead the interview. The Consultant will also be present at every interview to ensure the interview is successfully completed. In the interview she/he will facilitate communication through translation or clarification as requested.

  • At each interview the Consultant will bring a laptop equipped to make good quality links with the JET interviewer including wifi and a quiet meeting space. JET will provide for wifi and related telecommunication costs. The consultant must have a laptop on which the interview will take place.

  • In addition to the interview, the Consultant will administer a short survey instrument with each enterprise respondent which will be completed online.

  • Before each interview and survey completion, the Consultant will prepare the respondent by explaining to them about the interview and also explain all terms and conditions.

  • The Consultant will attend online training and preparation with the JET team and attend meetings related to management and progress of the fieldwork

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Honours or Masters degree in one the following relevant fields: Development Studies, Labour Market studies, Sociology of Education

  • Must be a resident of the country being applied for

  • Minimum of 5 years working experience

  • Minimum of 3 years research experience

  • Experience in interviewing and in administering surveys

REQUIREMENTS

  • Consultant must be physically based in Ethiopia, Ghana, Ivory Coast/ Cote d’Ivoire, Kenya or Rwanda.

  • Consultant must have a laptop computer that fulfills minimum specifications:

    Exclusive access to a laptop computer in good condition with minimum specifications. Software for online meetings installed on the computer including: Zoom, Google Meet, Skype, WhatsApp, other productivity tools

  • Skills for online meetings and communication:

    Demonstrated ability to use all software relevant to working remotely, linking online with JET from home and from the location of interviews with respondents whether at the workplace or at other designated points.

  • Language skills:

    Strong ability to read write and speak English

    Strong ability to read write and speak in National language

  • Mobility:

    Access to motorised transport such as: taxis and public transport in the city and towns designated for the research

  • Time availability:

    Be prepared and available for joint project meetings bearing in mind that there is a time difference between the different countries.
