FET Summit Task Teams

The Further Education and Training (FET) Round Table convened on 9 April 2010 by the ETDP SETA for the Department of Higher Education and Training (DHET) brought together a comprehensive gathering of stakeholders in the FET college system. Two key discussion documents were tabled by the DHET: ‘Challenges Facing the FET College Subsystem’ and a ‘Proposed Way Forward’.

At the FET Round Table stakeholders agreed that a high-level Steering Committee will oversee the process of preparing for a broader FET Summit in September. The work of the Steering Committee (to be supported by a Summit Working Committee) will be to review and approve the work of a number of Task Teams recruited to take responsibility for the following work streams endorsed at the Round Table:

The Summit Task Teams are being managed by Paul Musker and Associates (PMA) on behalf of the Swiss – South African Cooperation Initiative (SSACI). A Summit Working Committee will oversee the work of the Task Teams, meeting twice a month from May to August to process recommendations (e.g. approval of Task Team reports and recommendations) for the Steering Committee, which will meet once per month over the same period. It was agreed at the Round Table that both the Steering Committee and the Working Committee will have representation from the following stakeholder groupings:

  • NBFET
  • ETDPSETSA
  • SACE
  • ELRC
  • FETCEO
  • SADTU
  • ITU
  • SACPO
  • Business


The Committees will be chaired by the DG/DDG of the DHET, and will consider the outputs of the above work streams in the context of the broad challenge of achieving clarity on the mission and purpose of colleges, which will be a transversal theme in the work of the Task Teams. The ultimate goal of the Task Teams will be to contribute to stabilizing the FET college sector and developing an effective and vibrant post-school education and training system (PSES).

Five Task Teams will address the seven work streams listed above, covering the following areas of work:

(2)Programmes
(3)Planning and funding for 2011 and beyond
(4)Examinations
(5)Planning support for colleges for 2011 with regard to staffing and learner recruitment

Task Team 5 may draw personnel from the other Task Teams, and will support the colleges via the Summit website and by visiting colleges most in need to support their operational planning for 2010.

Objectives and outputs of the work of the Task Teams

The broad objectives and outputs of the work of the Task Teams follow. The work of each Task Team will be informed by the transversal theme of clarifying the future mission and purpose of FET colleges. Each Task Team will have a short-term view (the stabilisation of the sector and planning for 2011) and a long-term view (developing a vibrant PSES).
